- authority ownership visibility
- phase and layer binding visibility
- dependency and documentation gap visibility

Operator Panel governance:
- operational/runtime audit
- runtime evidence visibility
- health, telemetry and execution-state visibility

Boundary law:
- the Documentation Hub may describe canon
- the Operator Panel may report runtime reality
- neither side may redefine the other's authority
